Storm Water Construction Projects Update

In 2023, FEMA approved a grant award for the City of Columbiana Court/Herbster Storm Water Project under the Building Resilient Infrastructure and Communities
(BRIC) Program for fiscal year 2022. The project is to install a storm sewer upgrades to improve the drainage in the flood prone areas of the City of Columbiana, Ohio.
Federal funding in the amount of $991,233.18 has been obligated. The local cost share for this grant award is $330,411.06.

This project has started and will impact the Elm Street, Court Street, and Herbster Neighborhoods.
The project will be completed by August 22, 2026. Daily closures and detours may occur throughout the project. Staff will contact residents as needed throughout the project for specific requirements.

In 2023, FEMA approved a grant award for the City of Columbiana Beverly Ray Storm Water Project under the Hazard Mitigation Grant (HMGP) Program as a result of federal declaration
FEMA-DR-4507-OH. The project is to install a storm sewer upgrade to improve the draining in the flood prone areas of Columbiana, Ohio.
Federal project funds totaling $1,908,342.00 will be awarded.
The local cost share for this grant award is $212,068.00.

This project started in late 2025 and will continue through the fall of 2026. It will impact the Beverly Drive and Ray Ave, East Park Ave neighborhoods.
Daily closures and detours may occur throughout the project. Staff will contact residents as needed throughout the project for specific requirements.

In 2022, FEMA approved a grant award for the City of Columbiana storm water project under the Hazard Mitigation Grant (HMGP) Program as a result of federal declaration FEMA-DR-4507-OH.
The project is to install a storm sewer system along the Y&S railroad within the areas of Prospect and Court Street, Y & S Railroad, Railroad Street and Pittsburgh Street.
Federal project funds totaling $1,627,329.50 will be awarded in two increments over the lifetime of the project.
The local cost share for this grant award is $162,732.95.

This project is expected to start in early summer of 2026 and finish at the end of 2026. It will impact the East Park Ave., Friend Street, Pittsburgh Street and Fairfield Ave neighborhoods.
Daily closures and detours may occur throughout the project. Staff will contact residents as needed throughout the project for specific requirements.
